Meet The Board

Paul Phillips
Dr. Phillips graduated from Fredericksburg High School & Southwest Texas State University; he earned his Doctorate of Medicine from the University of Texas Health Science Center in San Antonio. After completing his orthopedic residency in Los Angeles and hand fellowship in San Diego, he and his family returned to Texas in 1995, where he practiced orthopedics in Arlington for 20 years.

A native of Fredericksburg, Dr. Phillips developed his interest medicine while assisting his father, a local veterinarian, with his animal patients. He played football in both high school and college, and was a free agent with the Baltimore Colts. Dr. Phillips is a retired colonel in the Army Reserves and has served in Iraq, Afghanistan, and Germany during nine overseas deployments. He now serves on the Historical Society for Fredericksburg, TX Board & is an orthopedic surgeon in Fredericksburg, where he resides.

Paula Phillips
Prof. Paula Phillips is the director & a graduate teaching faculty of the Maryland Institute College of Art's Community Arts Master in Fine Arts program in Baltimore, Maryland. She was born in Tuskegee, Alabama and raised in Fredericksburg, Texas. Phillips is also a practicing studio and community artist, a social justice advocate and activist, and a former director of MICA's Community Arts Partnership's program, all since 1998.

A former teacher of comprehensive art at Suitland High School, Phillips has also taught in many Baltimore City Public Schools & various institutions and community organizations, including John Hopkins University's Center for Summer Learning and the Baltimore Museum of Art.

Phillips is a recipient of MICA's 2007 Distinguished Service Award and the 2018 Trustee Award for Teaching Excellence & has received a certificate of recognition from the Maryland State Department of Education for curriculum development for summer programs for children, youth and teens from Baltimore City and the broader State of Maryland. She earned her BA through Texas Wesleyan University & her Master of Fine Arts through MICA's Hoffberger School of Painting in 1996.

Gary Hunter
Mr. Hunter was born in Permasens, Germany. He is the grandson of the late Paul Phillips Sr. and Cora Phillips. Mr. spearheaded the restoration of the 150-year-old Christian Methodist Episcopal Church where he is currently the trustee. He resides in San Antonio, TX. Mr. Hunter graduated from Central Catholic High School and holds a Bachelor's degree in Sociology from Sam Houston State University & a Master's degree in Humanities from the University of Houston - Clearlake. He also wrote for the Human Rights Defense Center for 20 years. Mr. Hunter enjoys sharing the stories of the Church's history with visitors, and continues to work toward completing his vision.

Jordan Phillips
Ms. Phillips was born and raised in Arlington, Texas. However, Ms. Phillips has roots in Fredericksburg dating back 5 generations. She is the great, great granddaughter of John Phillips, who immigrated to Fredericksburg in the 1800s and sired Paul Phillips Jr., one of the early providers of veterinary care in Gillespie County. Ms. Phillips graduated Summa Cum Laude with honors from Texas State University. She is currently studying law at the University of Texas Law School - Austin and is scheduled to graduate in May 2023. Ms. Phillips is passionate about public advocacy and policy and other human interests. She also enjoys traveling, public service & art and lives in Austin.
